Checks if the given function has already been registered.

Parameters
- name
- Type: System.String
- Name of the function to check.
- scope
- Type: Dice.FunctionScope
- Scope of the function to check.
- includeReserved
- Type: System.Boolean
- If
true, checks against the list of reserved names.
Return Value
Type: System.Boolean
Returns true if the given function has been registered, and false if it has not.
